Moderators' role, and responsibilities, are pretty well known and understood throughout the internet.
personal-computer-tutor.com says "The moderators of a Forum should have the final decision as to what constitutes an infringement of the rules as well as the responsibility to remove, edit, move or close those posts that they see as being harmful to a forum."
Wikipedia explains "Essentially, it is the duty of the moderator to manage the day-to-day affairs of a forum or board as it applies to the stream of user contributions and interactions.
"Common privileges of moderators include: deleting, merging, moving, and splitting of posts and threads, locking, renaming, stickying of threads, banning, suspending, unsuspending, unbanning, warning the members, or adding, editing, removing the polls of threads."
wisegeek.com says "A forum moderator oversees the communication activity of an Internet forum. He monitors the interchange of contributors and makes decisions regarding content and the direction of threads. Moving discussions from one section to another to keep topics organized is also a common job for a forum moderator.
"If the tone of a forum becomes hostile or starts to move in the direction of personal attacks, the forum moderator usually has the discretion to lock the discussion to prevent heated, interchanges. He may also be able to hide discussions he deems unworthy of further discussion. Conversely, topics he feels deserve further examination can be posted indefinitely by the moderator even if they garner no comments.
"...forum moderators are also responsible for maintaining the integrity of the forum in other ways. This requires knowledge of HTML and acuity at moving, merging, adding, and deleting text, graphics, and links. Contributors will often ask moderators to assist them with technical problems with site access and posting.
"Supplementary duties of a forum moderator may include relocating discussions to more appropriate sections, closing or locking threads based on dwindling interest or lack of recent activity, editing posts for clarity or content, and deleting threads. Thread deletion can either be temporary or permanent, depending on the wishes of the forum moderator.
"If an abusive contributor refuses to cease unacceptable behavior, the forum moderator usually has the discretion to ban the user. If the offender continues to post and eludes the ban, the moderator may opt to access the user's IP address. This enables the moderator to ban the address instead of banning the user by name or email address.
What happens when a forum has 7 moderators , and one is driving on the wrong side of the road?
If you are aware of a serious problem and know (or suspect) who the source is, the first thing to do is to approach them by pm, it might just be a misunderstanding - i.e., what is considered the "wrong side of the road" in Australia might just be the right side of the road in another country - sometimes its just a matter of perspective. =)
If you have already done this, to no avail, then you could contact myself or any of the other moderators with your proof that there is a problem, and explain why your pm's failed to resolve it. We don't really get involved in personal disputes between posters, but as regards the forum itself, we are here to help out where we can.
In some ways Fredrick Jackson Turner's famous thesis from the 1890's on "The Closing of the American Frontier," sums up your wisdom here, for the ability to go west and do it one's own way factored heavily into what it means to be an American. Sadly the paradigm of too much land, and too little labor has shifted and I will argue is now affecting the American psyche. Amongst American Historians at the time is caused an uproar, for he took the census data from 1890 and based his belief upon the population density of the US exceeding one person per square mile- imagine that. Perhaps in this brave new world a new thesis should be written on the closing of the American mind.

I heard that the American spirit was wild and free and kept moving west to stay that way. Then they got to California and there was no place left to go and they all went crazy.
I asked Huck to move the politics thread yesterday. He said he was deferring to the other "moderators" and would not. Apparently related to the grief he has received for doing a decent job of what he volunteered to do. Just before he was elected, thread hijacks and disruption had reached unacceptable levels.
I do not know who moved it. Ironically, the thread was moved a very few minutes (30-60 seconds?) after I made my first "political" post. Imagine that. Apparently my "objective" post was more offensive than several "subjective" posts combined.
It seems, I am not a member of the 1%.
I have been on at least one forum where a couple of members were allowed to post unchecked. It was a healthy forum until that time. Interactive dialogue ceased. Within several months, the forum had dried up.
It seems your lyrical prose has not been affected No. 3, even with its occasional toxins.
Like it or not, moderation is a necessary evil on internet forums ...
