The cheapish-looking logo and the glass patch cut perpendicular to the stringer both suggest to me it was a hobbyist board-builder. It's also common for hobbyists to glass their work a little more on the heavy side, which could account for the weight. The Larry Allison fin - well Larry's stuff is high-quality and popular with smaller guys and hobbyists who like to avoid bigger-name labels.
Having said all that - an experienced hobbyist is perfectly capable of shaping a nice board. The stringer and tail-block look nice. Nice score for $150. Have fun with it.

It took a few waves to figure out my positioning is critical with a board this heavy. Once I figured that out the rest was a piece of cake, almost too easy.
